This area is right in the heart of the alps, and also the location where the Indian plate is crashing into the Eurasian plate. This is a very active tectonic location, and the main reason why the alps are some of the largest mountains in the world.

As far as I can tell from the map, there is a plate boundary occurring right along the coast of Japan, leading to an oceanic to continental boundary. This is how Japan was initially formed.

This is a divergent boundary

In the Atlantic ocean there is a deep ocean ridge that runs all the way east and west, and there are some off shoots which this is a part of, you can see the ridge in the map showing the separation of the plates.

Because it is out in the ocean, and it is nearby Japan, where a lot of tectonic activity has been taking place recently. So it would make after shocks and other tension within the region heightened for the possibility of activity.
